“ELSI (SW) Ltd is a ‘supported living’ service and registered to provide the regulated activity of personal care to people living in their own home. People’s care and housing are provided under separate contractual agreements. Care Quality Commission (CQC) does not regulate premises used for ‘supported living’. At the time of our assessment there were 6 people using the service. This is the first assessment for this service since it was registered with CQC on 15 October 2021. Assessment activity started on 14 May 2024 and finished on 29 May 2024. We visited the office on 22 May 2024. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. Right support – people were kept safe from risks of harm. Guidance was available to staff in people’s personalised risk assessments. There were enough staff providing consistent care and support to people. Right care – people had their own care plans which reflected their care needs. People told us staff were caring and respectful. The provider had systems available to record people’s end-of-life wishes but this work had not been started. Right culture – people all knew who the management team were and told us they would be able to raise concerns if needed. Governance systems were effective in identifying some improvement; however, not all governance systems were formalised so an accurate record could be kept of management discussions and visits to services. The registered manager recognised this shortfall and told us they would review their governance systems.”
