“Date of Assessment: 5 December 2024 to 31 January 2025. An assessment has been undertaken of a specialist service used by autistic people or people with a learning disability. Bognor Regis is a care at home service. The regulated activity of personal care was provided to 2 people across 2 supported living schemes. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence, and good access to local communities that most people take for granted. The provider was not working in line with national best practice guidance for people with a learning disability and autistic people. We found 4 breaches of the legal regulations in relation to safeguarding, safe care and treatment, person centred care and governance. Staff did not consistently protect people from abuse and improper treatment. People did not always receive care appropriate to their needs, wishes and preferences. Care plans did not always guide safe practice or mitigate risks to people’s health and safety. Governance systems and audits were not effective in identifying or addressing areas for improvement. However, staff were now recruited safely. There were enough staff to enable people to use community facilities and access healthcare services.”
