“King Street, Care Home Physical Disabilities provide accommodation for people requiring nursing or personal care. The building is purpose built with ensuite rooms, including various communal spaces which comprise of multiple lounges, kitchens and dining areas, a games room, a gym space and bathroom facilities. The service provides support to autistic people and to people with learning and physical disabilities. At the time of our inspection there were 17 people receiving the regulated activity of personal care. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.”
“The provider demonstrated a proactive and transparent safety culture, where staff listened to concerns, reported incidents and used learning to improve practice.”
“People were involved in managing risks associated with their care, systems were in place that guided staff in meeting a wide range of complex health needs. Person‑centred risk assessments and clear clinical protocols ensured staff had the information required to deliver safe, consistent care while promoting independence.”
“Staffing skill mix and experience were improving. The provider had taken proactive steps to recruit and onboard new team members following a recent service restructure. However, the skill mix and experience within the team had not always been sufficient to fully meet people’s needs. At times, this had affected the consistency of care delivered and limited people’s opportunities to access the community and pursue their personal goals and interests. The provider recognised these shortfalls and was taking action to address them through ongoing recruitment and development of the workforce.”
“People did not consistently have clear progression plans setting out how they would be supported to develop skills, increase independence or achieve their personal goals. As a result, opportunities for growth were not always identified or monitored, and staff did not consistently promote people’s progress. This limited people’s ability to move forward in line with their aspirations and potential.”
“Governance and accountability arrangements were developing well, with clear progress made since the last inspection. The interim manager had introduced strengthened oversight, improved risk‑management processes and more structured monitoring systems, supported by increased involvement from the wider leadership team. These changes were beginning to enhance visibility of risk, improve responsiveness and support safer, more consistent practice. Although these systems were still embedding and had not yet delivered sustained improvements across all areas, there was a strong commitment to ongoing development, and the foundations for more effective, reliable governance were clearly taking shape.”
“The provider was previously in breach of the legal regulations in relation to Safe Care and Treatment, Safe and Effective Staffing and Good Governance. Improvements were found at this assessment, and the provider was no longer in breach of these regulations.”
“This service has been in Special Measures since 17 October 2025. The provider demonstrated improvements have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.”
