The inspection record
Rated Requires improvement overall. Report published 29 September 2026.
“This assessment took place between 5 and 25 August 2026. Elite Careplus Ltd provides care and support to people living in their own homes. At the time of this assessment, 7 people were using the homecare service. The service also provides care and support to people living in a supported living setting. We have undertaken a separate assessment of the supported living setting, details of which can be found on the Care Quality Commission (CQC) website at www.cqc.org.uk.”
“This assessment was carried out in response to information of concern we received about the provider, which indicated possible risk to people using the service. We assessed the service against ‘right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.”

“The provider was in breach of legal regulations relating to safe care and treatment, good governance and staffing.”
“The provider’s governance systems were not effective. During this assessment, we identified concerns about the scheduling of care calls, action taken to safeguard people from the risk of abuse, the management of identified risks to people, and the accuracy and completeness of records relating to medicines administered and the care and support provided to people. The provider’s systems had failed to identify and address these concerns effectively, increasing the risk that people would receive unsafe and inappropriate care and support from staff.”
“Improvement was also required in the support provided to staff for their wellbeing, including ensuring staff took adequate breaks during their working day. The provider needed to ensure the values of the service were consistently reflected in staff’s working practices. In addition, the provider could not effectively demonstrate that learning from concerns and incidents was being used to reduce risk and embed good practice across the service.”
“However, staff received relevant training and supervision to support them to meet people’s needs. Recruitment processes were robust, and only suitable staff were employed to work for the service. Infection prevention and control measures were effective.”
“People were involved in assessing and reviewing their care and support and received care based on their individual needs. Staff supported people to maintain their health and wellbeing, achieve their care goals and receive their medicines when they needed them. Staff understood the importance of obtaining consent and ensured this was done before providing care.”
“People were supported to have choice and control and to maintain their independence. They received information in formats that met their communication needs and were treated fairly and equally. Staff demonstrated an understanding of people’s rights and how to uphold them.”
“Managers were approachable and responsive to feedback from people and staff. They made changes in response to people’s views and preferences.”
“The provider was making improvements to the service at the time of this assessment. They recognised that further changes were needed to sustain the improvements being made. They had employed a new member of staff to strengthen leadership and oversight of the service and invested in a new electronic records system to improve the quality and consistency of records maintained by staff.”
“We have asked the provider for an action plan in response to the concerns found at this assessment.”
