“There was a lack of oversight which meant some people were at risk of harm. The provider and the registered manager had failed to ensure that all risks to people were managed. Medicines had not always been managed or stored safely. There was a lack of effective oversight of the service to identify and make improvements. Audits and checks were not adequate, and the registered manager had not identified the issues we found during this assessment.”
