“Royal College Manchester is part of the Seashell Trust. The service provides accommodation and support to up to 40 young adults with profound, multiple learning disabilities. Most people using the service are supported to attend on-site college, and the service also offers short-term break provision for young adults. The accommodation is provided across 10 purpose- built homes each adapted and designed to meet people’s individual needs.”

“This assessment included visits to people’s home, speaking to people using the service and their relatives, and talking with staff, including the Registered Manager and Nominated Individual. We also carried out an out of hours visit.”

“We assessed the service against “Right support, Right care, Right culture” guidance to make judgements about whether the provider guaranteed people with learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.”

“ ”

“The service consistently maximised people’s independence, choice and control. Support plans were comprehensive, person‑centred and tailored to each person’s unique needs, preferences and aspirations. Staff were highly committed to encouraging and enabling people to make their own decisions and to access the community safely and meaningfully. They responded promptly to changes in risk, including deterioration in health, the need for emergency medical care, or emerging behavioural needs. Robust policies and systems supported risk management throughout the service.”

“The culture across the organisation was open, transparent and inclusive. People, relatives and staff were encouraged to speak up and raise concerns. Leaders and staff shared clear values focused on providing high‑quality, person‑centred care. There was a strong commitment to equality, respect, learning and continuous improvement. Senior managers were visible and actively involved in daily operations. The provider maintained strong links with the local community, partners and stakeholders, recognising how these relationships positively contributed to people’s care outcomes.”
