“703 Burton Road is a care home. There were 3 people using the service at the time of the inspection. This service supports people with learning disabilities.”

“We carried out this assessment between 12 and 14 August 2026. The service was previously rated Good, and this assessment was undertaken to determine whether that rating remained appropriate. This report does not describe in detail areas where practice continues to meet a good standard. Instead, it focuses on areas where improvements are needed and highlights any examples of outstanding practice identified during the assessment.”

“We assessed the service against the principles of Right Support, Right Care, Right Culture to determine whether people with a learning disability and autistic people were supported with respect, equality, dignity, choice, independence and access to their local communities. We were assured the service was meeting these principles and that people received safe, person-centred and outcomes-focused care and support.”

“Care was planned and delivered in line with people's assessed needs, preferences and goals. Staff demonstrated a good understanding of people's individual needs and risks and adapted support appropriately when needs changed. Care records reflected current guidance and best practice, and systems were in place to monitor, review and improve outcomes for people.”

“People can only be deprived of their liberty to receive care and treatment when appropriate legal authority is in place. In care homes, this is achieved through the Deprivation of Liberty Safeguards (DoLS) under the Mental Capacity Act 2005 (MCA). We reviewed how the service applied the MCA and managed DoLS arrangements. Staff and managers worked in accordance with the principles of the MCA, and DoLS applications and authorisations were appropriately managed and monitored. People were not subject to unnecessary or unlawful restrictions and were supported to exercise choice, control and freedom in their daily lives.”

“Staff promoted people's dignity, privacy, independence and rights in day-to-day practice. Systems were in place to seek, review and respond to feedback, concerns and complaints, and to ensure care and support reflected people's individual circumstances, protected characteristics and diverse needs.”

“The provider and registered manager promoted a positive culture that encouraged continuous learning, development and improvement among the staff team. Incidents were thoroughly investigated, and lessons learned were used to drive improvements and enhance people's safety. Staff displayed a strong awareness of risk management responsibilities and balanced risk effectively with promoting people's independence.”

“Effective arrangements were established to safeguard people from harm, ensure the safe management of medicines, and maintain a safe, suitable environment. There were sufficient numbers of suitably skilled, competent and experienced staff to meet people's needs, and staff received appropriate training, supervision and support to carry out their roles effectively.”

“Leaders maintained effective oversight of the service through governance, quality assurance and audit processes. These systems supported the identification of risks, monitoring of performance and continuous improvement of the quality and safety of care provided.”
