The inspection record

Rated Requires improvement overall. Report published 6 August 2026.

“This assessment took place between 20 April and 15 May 2026.”

“Vintage Revelations Gloucestershire is registered to deliver homecare and provides the regulated activity of personal care to people living in their own homes. CQC only inspects the service being received by people provided with 'personal care’; such as help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of our inspection there were 49 people using the service who were receiving personal care.”

“This service had not been inspected since their registration; therefore, we assessed all quality statements across the safe, effective, caring, responsive and well-led key questions. As a result of our inspection, we rated the service as requires improvement. The provider was in breach of the legal regulations in relation to safe care and treatment, notifying CQC of incidents and good governance.”

“There were 2 registered managers in post who were supported by several key senior staff to run the management of the service, staff training and recruitment. We discussed our assessment findings with the registered managers to enable them to begin to act. They said they were committed to improve the quality of the service and had started to implement changes.”

“The providers systems to monitor the quality of care being delivered, the completeness of people’s care, medicine records and staff recruitment records had not been effective in identifying shortfalls.”

“People’s care and medicines records were not always complete or accurate. Staff did not always have access to information describing the measures needed to mitigate people’s personal risks. People’s care plans and daily records were not consistently reviewed to ensure people’s support requirements were accurately reflected in their care records. We found inconsistencies in people’s medicines administration records; protocols were not in place for medicines to be administered ‘as required’ or people’s topical creams.”

“Staff felt well trained and supported. However, some staff reported concerns about the management of their care call rotas, and some reported they had not received regular supervision meetings in line with the provider’s policies. The provider had not ensured recruitment checks of staff who had transferred from a previous care provider had been completed.”

“The registered managers were visible within the service and worked well with staff. They were passionate about delivering a homecare service to local people. They valued their workforce and appreciated feedback from all stakeholders.”

“We have asked the provider for an action plan in response to the concerns found at this assessment.”

“In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward.”
