The inspection record
Rated Requires improvement overall. Report published 1 September 2026.
“Dates of assessment 22 June to 30 June 2026. Manor Support and Housing Limited is a supported living service where people live in their own homes and receive personal care and support tailored to their needs to promote independence. At the time of the assessment 1 person was receiving the regulated activity of personal care. Not everyone who uses a supported living service receives personal care. CQC only inspects where people receive personal care. This is the first assessment for this provider. We inspected the service to provide a rating. At this assessment we reviewed all 5 key questions and rated the provider overall as requires improvement. The service is also registered as a domiciliary care service but at the time of our assessment there was no one receiving a regulated activity. We therefore did not assess this part of their registration. This assessment was completed remotely, with a site visit on 30 June 2026. We found that the care provided to people by Manor Support and Housing Limited required improvement in some areas and did not always meet their regulatory obligations. This assessment found the provider to be in breach of two legal regulations relating to safe care and treatment, and governance. Staff reported feeling well supported, treated fairly and enjoyed working at the service. Staff knew people well and supported them with kindness and respect. People were involved in creating support plans, these were clearly documented and reviewed when required. Risk management systems did not always ensure accurate and detailed guidance was available for staff to ensure people were not at risk of avoidable harm. Systems to assess, plan for and mitigate individual health needs were inconsistent, ineffective and occasionally missing altogether. Systems and processes were in place to maintain oversight of the service. However, they were not always effective in identifying, escalating or addressing risks set out in this report. The provider did not have effective governance processes in place to assess, monitor and improve the quality and safety of the service. Concerns were not always promptly identified and addressed. Risks to people’s safety were not always assessed appropriately. Care plans and risk assessments did not always contain accurate and clear guidance to support staff to manage people’s health conditions or deliver care in line with best practice. Systems to assess, plan for and mitigate individual health needs were inconsistent, ineffective and occasionally missing altogether. Gaps in training and competence meant that care staff were not always fully prepared to support people safely and appropriately. Because of these gaps, the service could not provide sufficientassurance that its workforce received adequate training or possessed the necessary skills to manage care safely. These concerns were raised with the provider, and they confirmed they would implement additional training and competency following this assessment. Although we found no evidence of harm to people, Medicines management systems required improvement and did not always provide assurance that medicines were managed safely. We raised these concerns with the provider at the time of our assessment. The provider confirmed there were areas of improvement required and informed us how they would address and action concerns set out within this report.”
