“The provider did not always ensure effective governance and oversight of the service. Care plans, risk assessments and medicines records were not always accurate, complete, person-specific or up to date. Accidents and incidents were not consistently recorded, monitored or analysed to identify learning, mitigate risks and drive improvement. The provider did not always demonstrate transparency or a clear understanding of their statutory requirements. The provider did not always demonstrate how they ensured lessons were learnt from the previous assessment to drive improvement and safe care for people using the service. We did not always find the registered manager displayed transparency with us.”

“We were not assured staff always received the appropriate training to ensure they had the skills to support people. Governance and quality assurance systems were not always effective and had not identified or addressed all the shortfalls found during the assessment. During this assessment we identified a breach of legal regulation in relation to good governance. We spoke with the registered manager and relatives of people using the service. The provider had systems to monitor incidents and promote learning. Care records demonstrated staff knew people well, treated them as individuals, and encouraged independence.”

“Relatives said the service responded promptly to people’s needs. Staff were recruited safely. Quality monitoring took place within the service and actions were identified for follow up.  ”
