“Cedar Lodge is a care home with nursing for up to 36 people. The service is registered to provide support to older people, people living with dementia, People with a physical disability or sensory impairment. It is also registered to provide care to people living with a learning disability.”

“People in care homes receive accommodation and nursing or personal care as a single package under one contractual agreement. CQC regulates both the premises, and the care provided, and both were looked at during this inspection. At the time of our inspection 26 people were living at the service who were in receipt of a regulated activity.”

“The inspection included an unannounced visit to the service which took place on 4 December 2025 and an announced visits on 5 and 10 December 2025.”

“The inspection was prompted in part by concerns raised by Commissioners from the ICB [Integrated Care Board] and the Local Authority following their own visits to the service. We noted during the assessment the provider had taken on board the feedback from the Commissioners and an action plan was in place to address the concerns raised.”

“We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.”

“People were supported by a group of staff who knew them well. Staff were aware of the risks to people, what was important to them and how to support them safely. However, support plans and risks assessments in place were not consistently robust and, in some cases, clinical care plans were missing. The environment was tired and required updating and the provider’s own audits had failed to recognise a number of areas of concern that were identified during the assessment.”

“The provider and new acting manager were responsive to all feedback during the assessment and took immediate action to address the concerns raised. An action plan was in place and work was underway to review all care plans and risk assessments to ensure they provided staff with up to date and accurate information regarding people’s care needs. Arrangements were now in place for staff to receive regular supervision to provide them with the opportunity to discuss their role, their learning and any concerns they may have.”

“People, relatives, visitors and staff all spoke positively of the recent changes that had taken place at the service. Staff felt supported and welcomed the additional training that had been introduced following the assessment. The provider conceded the management team had ‘taken their eye off the ball’ when it came to governance of the service and responded immediately to the concerns raised.”

“People and their loved ones spoke highly of the service and shared many examples of how people’s health care needs were met by caring and respectful staff.”

“We found 1 breach of legal regulation relating to the systems in place to ensure the service is run and managed safely and effectively.”

“We have asked the provider for an action plan in response to the concerns found at this assessment.”
