“Date of assessment: 27 January 2026 to 9 February 2026.”

“Bailey House is a small residential care home providing accommodation and personal care, including support for people with a learning disability and autistic people. At the last assessment the service was in breach of regulations relating to governance, risk management, recruitment, consent, and person-centred care.”

“At this assessment we found the provider had made improvements and was no longer in breach of regulations. People were now being supported in line with their needs and preferences. Where restrictions were in place, the provider had sought appropriate legal authorization, and staff ensured any conditions in relation to these were being met. Staff sought people’s consent when offering care and respected people’s choices.”

“The provider had made improvements in relation to risk management, and the risk assessments in place were regularly reviewed. Staff were now following safe practices in relation to infection prevention and control, and the house was clean and generally well maintained. There had been improvements to the external environment since our last assessment and people now had access to a safe outside space at the rear of the home. The registered manager took some action during the assessment to improve how accidents and incidents were identified on the provider’s electronic system, to enable easier monitoring and oversight of incidents.”

“Staff were now recruited safely. They received training, supervision and competency checks. Staff were knowledgeable about people’s needs and preferences. They spoke about people with kindness and respect. We observed staff interacting with people positively. The provider needed to arrange additional enhanced training in supporting people with a learning disability and autistic people, in line with national guidance. They were in the process of trying to arrange this.”

“The provider had made improvements in relation to governance and record keeping. There was a new electronic care planning system and care plans contained relevant information. Audits were completed to monitor the safety and quality of the service. Actions were taken in response to audit findings. However, we found that some fire safety actions had not been dealt with promptly. The registered manager immediately addressed these issues and agreed to maintain closer oversight in this area. Overall, governance had improved, but further work was needed to ensure systems were fully effective.”

“Staff promoted people’s independence and encouraged them to take part in daily living tasks where they were able to. People participated in leisure activities, though there was still potential to broaden the range offered, to further enhance people’s lives and wellbeing.”

“People received their medicines safely, in line with their prescriptions. Appropriate referrals had been made to other health professionals when needed. We received positive feedback from staff, relatives and visiting healthcare professionals about the management of the service. Staff felt supported and told us they enjoyed working at the home.”

“We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. Overall, the provider was working in line with these principles.”
