How Home Care Is Regulated and Rated Across the UK
Home care is regulated in every UK nation, but each nation runs its own system with its own inspection style and its own way of publishing results. Knowing how your nation’s system works makes the reports much easier to read.
England — Care Quality Commission (CQC)
Agencies delivering personal care register with the CQC as providers of the regulated activity “personal care”. Inspections assess whether the service is safe, effective, caring, responsive and well-led, and most services carry an overall rating: Outstanding, Good, Requires improvement or Inadequate. The rating and full report are public, and both are shown on the agency’s listing here.
Scotland — the Care Inspectorate
Scottish services register as “support services – care at home”. Instead of one headline verdict, the Care Inspectorate grades key themes — such as how well people’s wellbeing is supported and how good the staff team, leadership and setting are — on a scale of 1 (unsatisfactory) to 6 (excellent). A service’s grades can differ across themes, so look at the pattern, not one number.
Wales — Care Inspectorate Wales (CIW)
Domiciliary support services in Wales register with CIW. Inspection reports describe findings on wellbeing, care and support, leadership and the environment, but CIW does not publish a single headline rating — the report itself is the verdict, so it rewards reading in full.
Northern Ireland — RQIA
Domiciliary care agencies register with the RQIA, which inspects and publishes reports without a headline rating. Reports focus on whether care is safe, effective and compassionate, and whether the service is well-led.
What this means when you compare
Two practical consequences. First, you cannot line up an English rating against Scottish grades or a Welsh report — they measure differently. That is why every listing on YourCareHome shows its own regulator’s verdict in that regulator’s words, and why we never invent a unified score. Second, in every nation the full report contains far more useful detail than any summary: missed-visit handling, medication practice, staffing and complaints all appear there.
Every registered agency’s current inspection position is linked from its listing — find agencies near you.
